Every government has an obligation of providing full service to their citizens. Therefore, there is the need to provide enough reliance and trust through the services they offer. The public service delivery policy commissioned by the government in different years should provide excellent guidance and effectiveness to economy growth with maximum utilization of available resources. The government provides its services through various systems each developed according to a given field. Each agency is, therefore, responsible for the provision of quality service to the public. For example, local governments which function in the form of municipalities, counties, counties, and special districts perform different activities. The municipal council authority gets in charge of cities, towns and villages while counties administer state functions in rural areas and keeping records for the government of birth and death records.
Efficiency in these public agencies is required to enhance productivity and development. A county government should be in a position to offer the required services for its people. In areas with water shortages, the county government should provide alternative means of finding water which should not be a burden to the citizens regarding costs. Moreover, in the keeping of records, a county government should offer proficiency in awarding birth certificates, social amenities, death certificates, licenses and identity cards at no costs as these are essentials of citizenship in a country. Municipal governments which operate in municipalities and towns should be at the forefront in maintaining proper sewerage systems and hygiene.
Responsiveness involves the effectiveness of service provision. Due to the high demand of services and the limited resources fund, a public agency should always try to strike a balance between providing the services with the available resources. In many cases, responsiveness demands a lot of resources and personnel. These additional resources and staff are likely to increase the agency`s cost of service provision. However, every public authority has to ensure that the value does not supersede its financial boundaries and at the same time provide the required services to the people efficiently.
A town council, for example, is tasked with ensuring that its residents have the access to some essential services such as sewerage and proper hygiene within the town. Therefore, for the council to provide these services to all the residents of the city, the number of employees and resources required is quite high. This great number of workers, tools, and machinery that is requisite is bound to raise the cost of the service provision. However, the public agency must ensure that the services are offered within its financial limits and with the much-required efficiency.
The effectiveness of services provided by a public agency goes a long way in ensuring that the body gets the public trust. This way the people are confident in the agency and its services. Efficient services of a federal agency also make it easy to detect any misappropriation of resource and personnel utilization as corruption would vastly affect the outcome of the services provided. However, the effectiveness of the service provision requires a skilled staff, which most likely demands a sizeable remuneration and thus raising the cost of service delivery.
Responsiveness of the public agencies in service provision ensures that the requisite services are offered timely and in the correct way. A responsive agency saves time for its clients by minimizing delays in the service delivery centers. Responsiveness also ensures that the public agency offers a wide variety of services and, therefore, it is in a position to serve many clients overall. However, it requires a significant portion of resources and personnel to provide its services to its many clients. The space it requires is also massive. This increased number of resources, staff and ground space always enhance the expenditure of the public agent.
However, both effectiveness and responsiveness are core attributes that every agency offering public services must incorporate in its service provision. Every public agency should balance well between providing the services efficiently and responsively. The services that these agencies offer should be timely, effective and reliable while the agencies must balance the cost of service provision.
