Like in, Yemen an uprising was bound to happen considering the fact that president by then, Ali Abdullah Saleh had been in power for over 30 years. Nonetheless, his rule was subjected with the suffering of the people of Yemen hence resulted into an uprising. It is with the intervention of Gulf Cooperation Council that helped the country of Yemen get back to its feet. The Gulf Cooperation Council had a big task at hand of ensuring a civil war does not arise. This however, did not suffice.

In this case, several ideas and goals should be put into consideration to guide the use of GCC national power for Yemen. The most important thing that GCC should consider is what will be the effect of transition of power to the people of Yemen. Will they be subjected to the same rule even after the transition? Additionally, the Gulf Cooperation Council should also consider the effects of the refusal of president Saleh from signing the deal. For instance, during the second refusal of Saleh to sign the GCC deal, there was an increase in uprising in Yemen. Protests and violence were the order of the day especially after this second refusal. Therefore, what should guide the GCC is the reaction the people of Yemen will have. The GCC should also consider the views from the protestors in line with granting president Saleh immunity after stepping down. It was clearly known that most of the protestors were not of that idea.

In the case of Yemen, several elements should be tried out and determine their success. The first element that should be considered is the diplomatic element of national power. This had always been the first and will always be as long as there is hope of saving the nation. However, this can be used if the correct information has been acquired. In this case diplomacy that should be initiated should be between the Houthis, who grabbed power with a coup and the Gulf Cooperation Council. In case this fails, then military force should be applied to remove the rebels from power. The NATO forces should then be sanctioned by the United Nations Security Council to take power from the rebels and return it to the people. The economy cannot be used as an element because the country as a weak economy.

The elements of national power should be coordinated by ensuring that there is creation of regional interagency at Yemen that ensures that all the military and civilian organizations within different and single command structure incorporates and work together. The elements of national power should also be incorporated to assist in reduction of political crisis and instability, which is causing disunity among the citizens of Yemen as well as other Arab countries. The elements of national power such as military, political and economic should be coordinated by giving Yemen realistic route to access the GCC policy alignment impact to the country. The GCC should coordinate the diplomacy, military economy, and information to assist curbing the increasing number of terrorist at Yemen. The new government of Yemen has agreed to collaborate with the GCC countries to defeat the major terrorist groups in Yemen such as the Ansar al Sharia, and the AOAP. The GCC should coordinate all the elements of national power to provide military resources and facilities to the local government in order to curb insecurity.

The recommendations differ from the current practice because the policy makers of the GCC do not have a well-preferred strategy that will assist in curbing of insecurity and terrorism in Yemen. Yemen has been the poorest and most neglected member of the gulf cooperation council. The GCC representatives are only pushing for plans, which help them benefit from trade and resources at Yemen. The GCC countries have left Yemen forces to handle the political crisis alone without enough support. Yemen forces are not be able to succeed against the Ansar al Sharia and other opposing troops in the country. The American policy makers should then work on how they can support the Yemen military troupes in the counter-insurgency to create a political stable state for future generations of Yemen.
