The relevant market and non-market stakeholders in this business are the builders, the Disney Corporation, and people who want to buy the places. The people who own the land are also stakeholders, as well as the Florida government, surveyors of the land, and realtors and apartment managers who will be trying to sell the places. Disneyland is also a stakeholder that can have some interest. If people move into the apartments, then that could work for Disneyland. They can work out some sort of deal where the tenants may be able to get discount tickets for the park. Then, this can be a win-win situation for all. People who buy stock at Disneyland are also stakeholders in this situation. They may want some new apartments .
One solution is that the pries of the apartments could be raised a bit. Another solution is that the Disney Corporation gets a piece of the profit from the sales. They may also be able to work out some sort of deal where Disney gets some of the profits. This can result in Disneyland being able to do some upkeep and maintenance on the grounds, rides, and other parts of the park. Perhaps, the Disney Corporation can also give the people in the apartments some jobs, such as keeping up the grounds. Another thing that can be done is to maybe change the building plan a bit, so that some hotels are built next to the original grounds that are affordable and will attract Disneyland tourists who want to visit. Since California is such an expensive state to live in, any way that expenses can be saved is a good thing. Perhaps, the plan can be presented to the town and Disneyland can get free advertising or some kind of tax break if they agree to let the building take place .
